1. What is the purpose and need of the study?

The purpose of the U.S. 380 Feasibility Study is to identify a preferred corridor and roadway configuration to accommodate projected east / west travel demand and to provide a safe and accessible facility that supports east / west travel across Collin County. The study is analyzing potential roadway alternatives, including the existing alignment and new alignments, for U.S. 380 through Collin County from the Denton County line to the Hunt County line.

2. Who is responsible for the study and when did it start?

A previous study known as the AECOM U.S. 380 Feasibility Study was initiated in 2015 by the Texas Department of Transportation (TxDOT). This AECOM study evaluated potential short-term and long-term improvements along the existing U.S. 380 corridor, spanning the Denton County Line to FM 1827. The 2015 AECOM study concluded that improvements to the existing footprint of U.S. 380 would be inadequate to support the expected growth in the region, including Collin County. As such, the concept of a new freeway facility through Collin County began to emerge as a possible long-term solution for enhanced safety, reduced congestion, increased regional mobility and economic growth.

In early 2017, the NCTCOG presented the Collin County Roadway Action Plan and identified potential future regional transportation corridors within Collin County. This plan identified U.S. 380 as a significant corridor and also included a conceptual bypass alignment of U.S. 380 through a portion of the City of McKinney. On the heels of this, TxDOT initiated the U.S. Highway 380 Feasibility Study in mid-2017. As part of the U.S. 380 Feasibility Study, TxDOT is working with all impacted stakeholders including NCTCOG, Collin County, impacted municipalities, businesses, residents and property owners to evaluate all potential options for improving east / west mobility through the region. This includes consideration to widen U.S. 380 in place, but also alternative alignments for a freeway facility in Collin County.

3. What is a feasibility study?

A feasibility study is one planning tool that TxDOT uses when a project is in the very early stages of development. It helps determine if the project should move on to more advanced phases of project development such as more in-depth environmental analysis, public involvement, schematic design and right-of-way mapping. 

The reason this type of study is done is to identify high-level or critical elements of engineering, impacts to stakeholders and the public and the economic feasibility of potential new roadways or improvements to existing roadways.

Feasibility studies are not intended to result in detailed design, environmental analysis or cost estimates.

4. What are the options currently being considered by the TxDOT Team?

In April 2018, the TxDOT team presented 5 potential alternatives for improving east-west mobility through Collin County. A map of these alternatives can be found in the April 26, 2018 TxDOT Presentation.

Following initial public outreach and evaluation, the TxDOT team presented a refined set of alternative solutions in October 2018, which can be seen in the October 4, 2018 TxDOT Presentation. These October 2018 alternatives were further refined in March 2019 through a series of meetings known as “Meetings with Affected Property Owners” or MAPOs. 5. What could the new potential freeway (limited access roadway) look like through the City of McKinney?

TxDOT is still evaluating the ultimate number of lanes needed. However, a potential freeway along the existing alignment could include three lanes in each direction, expandable to four lanes in each direction at some point in the future. Additionally, to access existing neighborhoods and businesses, two-lane frontage roads in each direction are needed along the freeway. All freeway options that TxDOT is considering are non-tolled roadways.   

All alignments offer additional design options that depend on the topography and surrounding development. Potential options could include depressed lanes, sound walls, elimination of frontage roads at select locations and other mitigation strategies which could be used to limit the impact of the proposed facility through McKinney.

All design options will be studied in more detail by TxDOT during the environmental impact analysis phase.

6. What criteria are being used to evaluate potential alternatives and alignments?

As part of the Feasibility Study, TxDOT has identified 15 key factors to evaluate the potential alignments. These key factors include the following: 

  • Engineering analysis
  • Traffic analysis
  • Safety and crash data
  • Right-of-way requirements
  • Existing and planned residential and commercial developments
  • Existing and planned utilities
  • Cost and economic impact, other planning efforts
  • Natural and cultural resources
  • Endangered species
  • Land use and parkland
  • Water resources and flood plains
  • Hazardous materials
  • Social and community impacts
  • Stakeholder and public input

7. When will the study be complete?

On May 6, TxDOT released the preferred alignment for U.S. 380, which completes the feasibility study phase. TxDOT will now move into the Environment Study phase of the project. 8. What will happen after the study is completed?

Upon completion of the U.S. 380 Feasibility Study, we anticipate that TxDOT will begin a more in-depth environmental analysis, schematic design, right-of-way mapping, and detailed design. This analysis, which may take 2-3 years to complete, will continue to explore all viable alignments as a point of comparison. Continued public outreach and involvement will also still be a critical component. It is important to note that the planning and design of any improvements will take a significant amount of time to complete and no funding has currently been identified for construction.

9. When would construction of the selected alignment begin?

Currently, there is not a definitive timeline to begin construction. However, there are many steps that must be completed after the feasibility study and before construction could begin, such as a more in-depth environmental analysis and public involvement, schematic design, right-of-way mapping and detailed roadway design. The environmental analysis could take two to three years to complete.

11. How has the City of McKinney been involved in the study?

Since 2017, city leaders and city staff have been actively engaged with the TxDOT project team by providing continuous information regarding current city data such as the existing Master Thoroughfare Plan; existing, new and upcoming developments; neighborhood information; and future developments within the city. Additionally, city staff has met with the TxDOT project team on a routine basis to provide feedback and concerns for each potential alignment and to request more detailed information related to residential and commercial impacts, potential loss of tax revenues, roadway design options and feasibility and traffic modeling results.

12. What effects could the proposed alignments have on the City of McKinney? What concerns does the City of McKinney have regarding the potential TxDOT alignments?

The heaviest burden of any U.S. 380 capacity improvements or alternative alignments will be shouldered by the City of McKinney. As such, city staff and city leaders have paid extremely close attention to the potential impacts each alignment would have on our residents and businesses.

Widening in place would undoubtedly be disruptive to the commercial businesses and residences along the existing roadway. In particular, to Raytheon and the commercial activity centers near U.S. 380 / Hardin Blvd. and U.S. 380 / U.S. 75. This could have a notable impact on McKinney’s commercial tax base. As well, widening in place would also disrupt the historic fabric of McKinney on the east side of U.S. 75.

Although a bypass facility has the potential to disrupt fewer existing businesses and residences, there would still be impacts. In addition, the transition to and location of a bypass facility would include adjacency to several existing developments in McKinney. Impacts to properties with future development potential or plans are also an important factor that must be considered. 

The City of McKinney acknowledges that no matter what solution is proposed by the TxDOT team, there will be impacts to residents and businesses. Accordingly, city staff and city leaders have clearly shared with TxDOT that any proposed solution should include as much separation, abatement and buffering from existing businesses and residences as possible. 

13. What is the City of McKinney’s position on the alignments currently being presented by TxDOT, including alternative alignments?

Since the launch of the TxDOT U.S. 380 Feasibility Study, the McKinney City Council has not passed any formal resolution supporting or opposing any of the current alignments provided by TxDOT.  However, before the start of the TxDOT Study, a previous resolution was passed by the McKinney City Council on May 3, 2016, stating opposition to the conversion of the existing U.S. 380 to a freeway facility.

Over the course of the U.S. 380 Feasibility Study, TxDOT staff has continuously requested that cities not take any formal action until the study is complete and a full set of decision-making criteria and technical information can be presented.  To date, the city has honored this request. However, city leaders and staff have taken the opportunity to provide feedback and requests to TxDOT numerous times which includes, but is not limited to, formal correspondence in July 2018 and April 2019. In both of these letters, the City of McKinney outlined a clear position on several key consideration points for U.S. 380.

The city continues to engage the TxDOT team and other stakeholders to ensure that the identified alternatives provide the greatest benefit for regional mobility through Collin County, while also preserving and minimizing impacts to existing and planned development within the City of McKinney. At present, city staff and city leaders have concerns that the TxDOT-proposed alternatives do not effectively accomplish these goals. To that end, the city has developed an alternative alignment that we feel best addresses the regional east / west mobility goals for U.S. 380 as well as the city’s deepest concerns regarding impacts on our businesses and residents. There is consensus by the McKinney City Council in proposing this alternative and the city has appealed that it deserves further consideration by the TxDOT team and the region. 14. How will the selected U.S. 380 alignment affect future land use and associated development within the City of McKinney?

When TxDOT initiated the U.S. 380 Feasibility Study, the City of McKinney immediately recognized that any new facility would have significant impacts on land use patterns and development opportunities within the community. The city wanted to ensure that the recently adopted ONE McKinney 2040 Comprehensive Plan would remain current and responsive to community needs once a final route was determined. To realize this goal, the city took a proactive approach to the planning process by reaching out to the community to gather public input on how the Future Land Use Plan might change under each of the proposed U.S. 380 alignment options. This feedback was then used to develop alternative future land use scenarios for each option, which have been included in the appendix of the ONE McKinney 2040 Comprehensive Plan. This ensures that no matter which alignment is ultimately selected, the city will have a plan in place that can respond appropriately, without the need for a new comprehensive plan or significant plan update.
