Development Process

Second only to safety and security, attracting new business and aircraft is a priority for the McKinney National Airport. Private facility development is something the city is interested in and will work with developers and private parties to complete. The city will also build to suit for a needed, viable aeronautical business or a sole-use hangar for a private or corporate interest.

All entities applying to conduct an aeronautical business known as a Commercial Aeronautical Activity (CAA) and/or construct a hangar(s) or other facilities for aeronautical use must follow these guidelines:

  • Step 1: Meet with Airport Management to discuss all of your proposed activities, review Airport Minimum Standards and Rules and Regulations, determine needs, airport location, rates and fees, and the application process
  • Step 2: Complete a standard application(s) as appropriate
  • Step 3: Receive approval to build or operate by negotiating a Land / Facility Lease and Operating Agreement
  • Step 4: Obtain required permits
  • Step 5: Begin operations or construction

Hangar / Office Development

Anyone wishing to lease land from the city for the purpose of private development or to conduct a Commercial Aeronautical Activity shall lease a minimum of one acre of land, which shall be developed with approved structures. Ninety percent of the land leased must be developed to maximize land use to avoid excessive green space and land banking. Residential hangars are prohibited.

Land Lease Terms

Airport land leases for a negotiated rate no less than $0.45 per square foot per year for up to a maximum of 40 years. An entity may construct its own private-use hangar for the storage of its own aircraft; however, the owner of a hangar(s) that are intended to be used to sublet space for the storage of aircraft they do not own must be approved as a Commercial Aeronautical Activity. Hangars shall not be used for general storage. Airworthy aircraft in flyable condition and items that support the flyable condition of the aircraft are the only authorized items allowed. Items such as motor homes, boats, vehicles, and equipment used for non-aeronautical purposes are not allowed without the written permission of the Airport Director.

Commercial Aeronautical Activities (Aeronautical Businesses)

All businesses that rely on public access shall be physically located on the airport perimeter to allow customers free access to the business from the landside of the airport (outside of the airport perimeter) without penetrating the airport perimeter.

Airport Minimum Standards & Rules & Regulations

All airport tenants to include Commercial Aeronautical Activities and airport users shall be familiar with Chapter 30 (Aviation) of the City of McKinney Code or Ordinances also known as Minimum Standards for Commercial Aeronautical Activities and Airport Rules and Regulations.
